Briefings from CRAE, the Howard League for Penal Reform and the Standing Committee for Youth Justice (SCYJ) for the House of Commons Committee stage of the Criminal Justice and Courts Bill, focusing on the proposals for "secure colleges".

The briefings address the following issues:

  • The Bill allows children detained in "secure colleges" to be restrained "to ensure good order and discipline. Download this briefing.
  • "Secure colleges" will hold children between 12 and 17 years of age and may hold a mix of girls and boys, with the "pathfinder" holding 320 children. Download this briefing.
