The Module 2 report, published on 20th November 2025, exposes how children’s rights and needs were repeatedly overlooked in core UK decision-making during the pandemic. The Inquiry is clear: many harms to children were foreseeable and could have been mitigated. Major decisions, including school closures and social distancing rules, were taken without any formal assessment of their impact on children.

The Inquiry recommended that Child Rights Impact Assessments (CRIAs) be placed on a statutory footing in England, which is a landmark step that echoes years of work across the children’s sector, led by the Children's Rights Alliance for England (CRAE).
